Mission: provide accelerator operation tools based on REST web services

AccelUtils is an umbrella project for a series of tools aimed at accelerator operation. Each tool typically consists of a separate REST web service, a set of client APIs (Java and/or Python) and a series of utilities and client applications. Each tool can be downloaded, installed and updated separately.
